HB 1046 Summary

• Removes the December 1, 2019 deadline for counties to submit human service zone agreements and allows the department to approve plans within six months of receipt instead of by January 1, 2021.

• Clarifies that indirect costs (salaries, benefits, facilities, utilities, administrative support, IT, transportation, supplies) cannot include non-space and non-facility costs exclusively attributable to human service zones.

• Prohibits counties from direct billing human service zones or the department; counties receive reimbursement through the indirect cost plan for approved expenses.

• Requires counties to submit cost allocation plan information by September 15 each year; counties failing to provide information forfeit participation and must pay 100 percent of indirect costs.

• Establishes fund balance limitations for human service zone accounts: $500,000 for zones with annual expenditures of $2 million or greater, and $250,000 for zones with less than $2 million in annual expenditures.
