Amends subsection 1 of section 50-06-01.4 of the North Dakota Century Code to clarify the Department of Health and Human Services' structure and administrative responsibilities.

Modifies language in section 50-06-01.4(b) regarding programs for individuals with developmental disabilities to include "the establishment funding for family members and corporate guardianships" as an administrative function.

Maintains the department's responsibility for licensing facilities and services, and designing and implementing community-based service systems for persons needing habilitation.

Enumerates nine program categories administered by the department: children and families services, developmental disability programs, aging services, behavioral health programs, economic assistance, medical services, general assistance, child support, and health department programs outlined in title 23.
