Amends section 50-06-05.1 of the North Dakota Century Code to revise the Department of Health and Human Services' powers and duties, effective through June 30, 2025, with new provisions taking effect after that date.

Removes requirement for evidence-based online virtual mental health and suicide prevention simulation-based training programs for schools after June 30, 2025; instead requires only general mental health awareness and suicide prevention resources.

Makes minor language changes to subsections 14 and 15, removing references to "probation" services for juvenile court cases (subsection 14) and "probation and parole" services for criminal cases (subsection 15).

Creates two versions of the department's duties section with different effective dates, allowing the legislature to evaluate and modify mental health training and services requirements after 2025.

Passed with strong bipartisan support: House vote 72-20 (2 absent), Senate vote 44-3 (0 absent).
