Exempts the Office of Management and Budget from administrative practices rules for those made under Section 32-12.2-14 concerning motor vehicle accident review board

Establishes a risk management motor vehicle crash review board composed of the Department of Transportation director (chair), Office of Management and Budget director, Highway Patrol superintendent, and two state employees serving two-year terms

Board reviews state motor vehicle crashes involving bodily injury, significant property damage, or traffic citations issued to state employees, and may recommend driver training, defensive driving courses, emergency vehicle operational training, examinations, or vehicle use restrictions

Department of Transportation shall review all motor vehicle crashes where a state employee receives a traffic citation and may revoke, suspend, or restrict driving privileges for repeated crashes, citations, substantial damage, personal injury, or criminal traffic violations

Employing agencies decide whether to implement board recommendations; state employees receive paid time and reimbursement for travel expenses related to board assistance
