Amends section 46-02-09 of the North Dakota Century Code to allow state agencies to print classifications 3 and 6 materials on agency printers if determined to be the most cost-effective or advantageous option to meet identified printing needs.

Permits the Office of Management and Budget to continue using its central duplicating service or to delegate printing procurement according to chapter 54-44.4.

Repeals section 46-02-20 of the North Dakota Century Code relating to in-plant print shops.
