Adds violations of sections 39-10-16 (one-way roadways and rotary traffic islands) to the 2-point penalty category for driving on the wrong side of road.

Requires vehicles passing around rotary traffic islands to stay to the right of the island and signal before exiting from any position within the island.

Clarifies stop sign requirements to include stopping at a marked stop line or nearest point with clear visibility, and yielding to vehicles previously stopped at another stop sign if the intersection is clear.

Establishes that collision after passing a yield sign without stopping constitutes prima facie evidence of failure to yield the right of way.

Prohibits shattered or defective windshields that materially impair or obstruct the driver's clear view, with exemption for nonreflective sunscreening or tinting above the AS-1 line or within the top 5 inches of the windshield.
