Changes the position title of "secretary" to "executive director" within the Industrial Commission structure and allows the executive director's salary to exceed standard grade maximums.

Clarifies that residential real estate loans with loan-to-value ratios exceeding 80 percent must be insured by an approved mortgage insurance company if not guaranteed by a federal agency.

Authorizes the executive director or other staff designated by the executive director to execute and acknowledge real estate instruments on behalf of the Industrial Commission acting as the North Dakota housing finance agency.

Changes Industrial Commission contracting authority from "shall contract" to "may contract" with the Department of Commerce for technical assistance to the renewable energy council, and allows the Department to subcontract with public or private third parties.
