HB 1065 Summary

• Amends North Dakota Century Code section 12-48-03.1, subsection 2 regarding the sale of prison industries-made products.

• Permits governmental agencies (federal, state, tribal, and political subdivisions) and nonprofit organizations (excluding trade associations, fraternal organizations, co-ops, and health insurance companies) to purchase prison industries products directly for official business.

• Allows prison industries to sell commissary items and clothing to inmates, and to sell products through wholesale or retail outlets with valid sales tax permits.

• Authorizes sale of products manufactured under the prison industries enhancement certification program (Public Law 96-157) in interstate commerce and through export firms to international markets.

• Permits sale of prison industries-made products to state employees within North Dakota for personal use.
