Adds a new section to North Dakota Century Code chapter 54-23.3 authorizing the director of the Department of Corrections and Rehabilitation to permit nonmembers to participate in job shadowing activities for education, community outreach, and public trust purposes.

Allows nonmembers to participate in ride-along programs with department members while on duty.

Permits nonmembers to discharge firearms owned by the department at training facilities under direct supervision of department members.

Allows nonmembers to shadow department members while on duty.

Passed the House 92-0 (2 absent) and the Senate 46-1 (0 absent) in the 2023 regular session.
