Amends subsection 7 of section 49-02-02 of the North Dakota Century Code regarding the Public Service Commission's powers.

Authorizes the Public Service Commission to cooperate with and receive technical and financial assistance from the United States, states, and their departments, agencies, or officers for purposes relating to federal energy laws covering energy conservation, coal conversion, rate reform, and regulated utilities.

Grants the Commission authority to file reports, hold hearings, and promulgate regulations related to these federal energy law purposes.

Exempts information received by the Commission from regional transmission organization market monitors, the Organization of Midwest Independent System Operator States, and the Southwest Power Pool Regional State Committee from public disclosure requirements under North Dakota Century Code section 44-04-18 and the North Dakota Constitution article XI, section 6.
