Creates new chapter 37-04.1 establishing pay and allowances for North Dakota National Guard members called to state active duty, with base pay at the highest federal rate for their grade plus percentage increases ranging from 55% for E-3 to 10% for E-8.

Provides $300 monthly state active duty pay enhancement (prorated daily) and entitles members to the same incentive pay available under federal law, plus transportation, shelter, and subsistence.

Allows commanding officers to authorize pay for rest and recovery on duty for members serving more than fourteen days if necessary for readiness.

Permits National Guard members ordered by the governor in response to interstate emergency assistance compact requests to receive higher pay rates if the requesting state reimburses at that higher rate.

Repeals six previous sections of North Dakota Century Code relating to National Guard expenses and pay, and amends disaster response provisions to reference the new pay structure.
