Creates a hazard mitigation revolving loan fund administered by the Department of Emergency Services to coordinate funding for hazard mitigation activities in North Dakota in compliance with the federal Safeguarding Tomorrow through Ongoing Risk Mitigation Act (Pub. L. 116-284).

Grants funds from the federal government or agencies must be deposited in the revolving loan fund along with required state matching funds, with principal remaining available for providing financial assistance to local governments for eligible hazard mitigation projects.

Authorizes the Department of Emergency Services to apply for federal grants, enter contracts, administer and disburse funds, establish assistance priorities, and may combine financial administration with drinking water and water pollution control revolving loan funds.

Allows the Office of the Adjutant General, when approved by the emergency commission, to borrow from the Bank of North Dakota to match federal funds for the hazard mitigation revolving loan fund, with annual reporting requirements and responsibility for loan repayment including accrued interest.

Amends section 54-16-04.1 to exempt disaster or emergency recovery funding received pursuant to chapter 37-17.1 from certain budget restrictions that apply to other appropriations.
