Amends North Dakota Century Code section 37-17.1-07 to replace "regional" with "multicounty" in references to emergency management organizations throughout the statute.

Requires each county to maintain an emergency management organization serving the entire county, be a member of a multicounty emergency management organization, or join the state regional emergency management program.

Allows cities to either provide their own emergency management organization or participate in countywide emergency management, with coordination required between city and county emergency plans if a city operates independently.

Requires local emergency management leaders to notify the division of homeland security regarding how emergency management activities are being provided, identify coordinators, and furnish additional required information.

Establishes that counties participating in the state regional emergency management program must compensate the state up to 50 percent of the regional coordinator's salary and benefits, with costs proportioned by population if multiple counties participate in the same region.
