Authorizes the Department of Environmental Quality to adopt rules establishing standards and requirements for solid waste pilot projects.

Changes solid waste management facility and transporter permits from nontransferable to transferable, with a maximum term of ten years from issuance.

Requires entities controlling permit holders to accept responsibility for remedial measures, closure, postclosure care, and penalties, with "control" defined as ownership or voting power of 25 percent or more of voting shares or power to elect a majority of directors.

Removes the requirement for state water commission approval before the department establishes assistance priorities and expends grant funds for the drinking water treatment revolving loan fund.

Repeals section 23.1-08-05 of the North Dakota Century Code and makes the permit transfer provision effective upon the department's certification that permit transfer rules have been adopted.
