Creates section 26.1-02.1-02.2 of the North Dakota Century Code to establish venue rules for prosecuting insurance fraud crimes.

Allows criminal charges for fraudulent insurance acts or associated crimes to be filed in any county where the offense, any element of the offense, or related payment was perpetrated, received, produced, prepared, instigated, procured, promoted, or aided.

Permits prosecutors to establish venue for insurance fraud schemes by proving venue for just one offense, rather than requiring venue to be established for each individual crime in the scheme.

Allows all offenses associated with a fraudulent insurance act to be charged in the same venue as any single count within the scheme.

Passed with bipartisan support: 92-0 in the House and 45-0 in the Senate.
