Amends subsection 2 of section 61-16.2-09 of the North Dakota Century Code relating to floodplain management ordinances and the national flood insurance program (42 U.S.C. 4001 et seq.)

Communities that fail to adopt or enforce required floodplain management ordinances become ineligible to receive any flood disaster assistance from the state under chapter 37-17.1

Ineligible communities also lose access to any other state funds available for flood relief under the national flood insurance program

Penalty applies specifically to assistance related to insurable structures located within federal emergency management agency identified special flood hazard areas
