Amends North Dakota Century Code section 4.1-47-04 to clarify that all signed complaints must be forwarded to the proper weed control authority.

Modifies section 57-43.1-03 to establish that industrial fuel tax refunds must be reduced by one-half cent per gallon, with exceptions for aircraft fuel.

Directs that the one-half cent per gallon withheld from industrial fuel tax refunds be deposited into the agricultural products utilization fund.

Aircraft fuel users are exempt from the one-half cent per gallon reduction on their refund claims.

Passed with overwhelming support: House vote 93-0-1, Senate vote 46-0-1.
