Director of the Department of Transportation is authorized to make all contracts and cooperate with the United States government in administering federal transportation grants and discretionary funding mechanisms the department is eligible for.

Department may accept all eligible matching funding sources from public or private entities as authorized by federal agencies providing the grants or funding.

All eligible matching funds must be deposited with the state treasurer in the flexible transportation fund and made available in accordance with grant requirements.

Bill is declared an emergency measure.
