Appropriates $70,000,000 from highway fund bond proceeds to the Department of Transportation for state highway and state highway bridge projects for the 2021-2023 biennium, with $35,000,000 designated for bridge projects and $35,000,000 for matching federal funds.

Requires the Department of Transportation director to certify by October 1, 2022, the amount of funding committed to matching excess federal funds, with any uncommitted amounts transferred to the infrastructure revolving loan fund.

Exempts the appropriation from the standard appropriation lapse provision, allowing the funds to continue into the 2023-2025 biennium.

Directs the Office of Management and Budget to transfer any remaining bond proceeds designated for the highway fund to the highway fund between the effective date and June 30, 2023.

Declares the act an emergency measure.
