Establishes a voucher program pilot project for individuals ages 3 to under 18 diagnosed with autism spectrum disorder who are below 250 percent of the federal poverty level.

Provides funding for assistive technology, video modeling, language-generating devices, parenting education, sensory equipment, tutors, safety equipment, respite care, specialized day care, and training workshops for independent living and employment skills.

Excludes funding for early intensive behavioral intervention methods including applied behavioral analysis, the Lovaas method, the Denver model, LEAP, TEACCH, pivotal response training, and discrete trial training.

Allows applicants to appeal department decisions on voucher applications under chapter 28-32.

Requires the department to report to legislative management on the program's progress.
