Replaces "registered hairdressers" with "licensed cosmetologists" in the list of individuals exempt from barber regulations under North Dakota law.

Prohibits individuals exempt from barber regulations from shaving, trimming beards, or cutting hair for cosmetic purposes, and prevents them from advertising or representing themselves as barbers.

Increases the maximum amount the barber board may use from renewal fees for educational programs from $5 to $10 per certificate.

Clarifies that disciplinary hearings for barbers must be conducted pursuant to chapter 28-32, with section 28-32-21 applying only to the licensee.
