Amends North Dakota Century Code section 53-12.1-11 to clarify that non-aggregated, identifiable lottery sales data is confidential when disclosure would harm the competitive position of the lottery, retailer, or person seeking to do business with the lottery.

Allows retailers to voluntarily authorize the lottery to release their individual lottery sales data despite the general confidentiality requirement.

Maintains confidentiality of retailer applicant financial information, internal security procedures, winning ticket security information, and player personal information unless players authorize written release.

Passed by House vote of 91-0 (3 absent) and Senate vote of 45-0 (2 absent) during the 2023 regular session.

Requested by the North Dakota Attorney General and referred through the Judiciary Committee.
