Amends North Dakota Century Code section 57-15-01 to establish communication requirements for property tax levies by taxing districts.

Requires all taxing districts to express property tax levies in terms of dollars rather than mills when communicating with the public and comparing current year levies to the preceding year.

Permits taxing districts to reference mill rates only if they immediately provide the corresponding tax amount in dollars before or after the mill rate reference.

Applies to state, county, city, township, school district, and park district taxes, with exceptions for special assessment taxes and taxes fixed by law.
