Increases legislative membership on the kindergarten through grade twelve education coordination council from three to four members, with two members from each chamber selected by respective majority leaders and one minority member selected by legislative management.

Changes council meeting frequency from at least four times per calendar year to at least six times per biennium.

Removes the requirement to establish a one-stop communication and information hub for public access to state education entities from the council's duties.

Maintains gubernatorial appointment of council members representing longitudinal data systems, tribal school interests, administrators, principals, elementary teachers, secondary teachers, special education units, and regional education associations.

Preserves compensation structure with legislative members receiving per diem under section 54-35-10, non-state employees receiving $62.50 per day, and state employees receiving regular salary plus mileage reimbursement.
