Amends North Dakota Century Code section 12.1-31-01 relating to disorderly conduct, a class B misdemeanor.

Adds surveillance camera regulation allowing individuals seven days from law enforcement notice to redirect or shield cameras to prevent capturing images from another person's dwelling or accessory structure.

Excludes constitutionally protected activity from disorderly conduct charges, with courts determining validity of such claims as a matter of law.

Requires courts to seal criminal records of first-time disorderly conduct convictions upon motion if the person is not convicted of an additional offense under this section within five years.

Prohibits sealed court records from being opened even by court order once sealed.
