• Defines "controlling interest" as 51% or more ownership or lesser ownership if the foreign government directs business affairs without requiring consent of other parties.

• Excludes from restrictions land zoned for non-agricultural uses, mineral rights, oil, gas, coal interests, and easements related to mineral extraction.
