State and local government entities may not substantially burden a person's exercise of religion unless the burden is essential to further a compelling governmental interest and is the least restrictive means of furthering that interest.

Government entities may not treat religious conduct more restrictively than secular conduct of reasonably comparable risk.

Government entities may not treat religious conduct more restrictively than comparable secular conduct based on alleged economic need or benefit.

Persons claiming violations of these protections may assert the violation as a claim or defense in judicial proceedings and recover appropriate relief, including costs and reasonable attorney's fees.
