Adds mental health court program as a sentencing alternative for convicted offenders, defined as a district court supervised treatment program combining judicial supervision with mental health services in a licensed treatment program.

Supreme Court may adopt rules and procedures for mental health court programs.

Upon successful completion of a mental health court program, a person convicted of a felony is deemed to have been convicted of a misdemeanor.

For misdemeanor convictions, successful completion of mental health court results in case dismissal and file sealing under section 12.1-32-07.2.

Allows suspension of mandatory minimum sentences for third or subsequent DUI violations if defendant successfully completes an approved mental health court program, drug court, or veterans treatment docket.
