Defines key terms including donor (individual providing reproductive material), recipient (individual receiving reproductive material), and reproductive material (human egg, pre-embryo, or sperm).

Classifies violation of the prohibition as a class C felony.

Extends the statute of limitations for prosecution until the violation is discovered and reported to law enforcement authorities, notwithstanding the standard limitations period under section 29-04-02.
