Creates section 39-10-26.3 of the North Dakota Century Code requiring drivers of approaching or passing vehicles to yield the right of way for stationary motor vehicles on interstate systems or multilane highways outside city limits displaying flashing hazard warning signals.

Drivers must move to a non-adjacent lane if the move can be made safely and traffic conditions permit, or alternatively proceed with caution, reduce speed, and maintain a safe speed for road conditions.

Does not relieve stationary motor vehicle drivers from compliance with stopping requirements and restrictions under section 39-10-47 or lamp restrictions under section 39-21-26.

Passed the House with a vote of 88-3 (3 absent) and passed the Senate with a vote of 46-0 (1 absent).
