Amends North Dakota Century Code section 53-06.1-11.1 to expand eligible uses for charitable gaming net proceeds by licensed organizations and those with restricted event permits.

Adds new eligible uses including: state and community-based economic development programs, tourism development and promotion, and administrative and program management expenses of statewide veterans' organizations.

Maintains existing eligible uses across 15 categories (lettered a-o) covering education, cultural programs, religion, relief of disease and suffering, public buildings and facilities, and community service projects.

Permits charitable, educational, religious, public safety, and public-spirited organizations with federal 501(c)(3) or 501(c)(19) exemptions to establish special trust funds or foundations for contingency funding of future program services.

Declared as emergency measure; passed House 87-3 and Senate 47-0 during the 68th Legislative Assembly regular session commencing January 3, 2023.
