Amends North Dakota Century Code section 12.1-23-02 to expand the definition of theft to include leasing or renting personal property under a written instrument.

Makes theft to include failing to return leased or rented property at the end of the lease or rental term plus agreed-upon extensions, with intent to wrongfully deprive the owner of possession.

Makes theft to include presenting materially false, fictitious, or outdated identification to obtain leased or rented property under false pretenses or to abscond without payment.

Makes theft to include returning leased or rented property on time but failing to pay the agreed-upon lease or rental charges with intent to wrongfully deprive the owner of those charges.

Establishes that the leased or rented property must have a value of at least one hundred dollars for these provisions to apply.
