Creates a county and township bridge fund in the state treasury and allocates $100 million from legacy fund earnings to the fund beginning July 1, 2023.

Appropriates $80 million to the state treasurer for grants to eligible counties (those receiving $500,000 or more) for county and township bridge repairs or replacements through June 30, 2025.

Appropriates $20 million to the department of transportation for bridge repairs or replacements in smaller eligible counties (those receiving less than $500,000) through June 30, 2025.

Establishes a priority order for distributing legacy fund earnings: $150 million to legacy sinking and interest fund, $60 million to highway tax distribution fund, $100 million to county and township bridge fund, then remaining funds for tax relief, clean energy, and university research.

Declares legislative intent to continue appropriating bridge fund money each biennium through June 30, 2033, with the legacy fund distribution provisions expiring after that date.
