Creates an agriculture infrastructure fund in the North Dakota state treasury to provide grants for infrastructure improvements supporting new or existing value-added agriculture businesses

Grants to political subdivisions are capped at $2.5 million per project and cannot exceed 80% of project costs; grants to individuals or organizations are capped at $500,000 per project and cannot exceed 80% of project costs

Eligible uses include road and bridge improvements, water and sewer line improvements, and electrical and gas supply improvements; routine maintenance and operating costs are not eligible

Appropriates $15 million from the general fund to the agriculture infrastructure fund for the biennium July 1, 2023 through June 30, 2025, with up to $10 million available for grants to political subdivisions and remaining funds for individuals or organizations

Directs the agriculture commissioner to develop policies and administration procedures including grant application processes and eligibility criteria
