Allows the center for distance education to provide services to non-North Dakota residents, including agreements with regionally accredited postsecondary institutions to provide high school and postsecondary credit for academic courses.

Permits school districts to pay tuition for kindergarten students to attend programs in other districts or, upon parent or guardian request, through the center for distance education as an alternative to providing an in-district half-day program.
