Modifies the chief information officer's reporting requirements to the information technology committee, removing references to the state information technology advisory committee and focusing on recommendations for major IT projects and issues for the next biennium.

Removes the requirement that IT policies, standards, and guidelines be reviewed by the state information technology advisory committee, leaving review responsibilities with the department and office of management and budget.

Changes reporting procedures for IT projects exceeding $500,000 in cost from the state information technology advisory committee to the department before September first of even-numbered years.

Requires agencies to notify the department (rather than the advisory committee) during project life if costs exceed planned budgets by 20 percent or more, or if schedules extend beyond planned timelines by 20 percent or more.

Repeals sections 54-59-02.1 and 54-59-07 of the North Dakota Century Code, eliminating statutory provisions related to the state information technology advisory committee.
