Extends jurisdiction over delinquent children to age twenty for offenses committed before age eighteen, unless the case is transferred to adult court under section 27-20.4-21.

Allows courts to commit children to the division of juvenile services only for new delinquent offenses based on risk and needs assessments, not for probation violations unless all extensions are exhausted and the child refuses compliance.

Permits courts to order children over eighteen years of age to serve probation terms under the department of corrections and rehabilitation supervision when risk and needs assessments warrant it.

Authorizes the director of the department of corrections and rehabilitation to employ personnel and establish policies to supervise children ordered by courts to receive supervision and management by the department.

Declares the act to be an emergency measure.
