Amends North Dakota Century Code section 15.1-36-08 regarding eligibility requirements for school construction loans from the Bank of North Dakota.

School districts must propose new construction or remodeling projects with a minimum cost of one million dollars and expected utilization of at least thirty years.

School districts must obtain superintendent of public instruction approval and receive bond authorization in accordance with chapter 21-03.

School districts must publish information about estimated additional millage and dollar increase per one thousand dollars of taxable valuation in the official newspaper and on the school district website before the election or during the protest period.

School districts must submit a completed application to the Bank of North Dakota to be eligible for a loan.
