Amends North Dakota Century Code section 39-04-10.2 to allow the director to issue special license plates marked with the international symbol of accessibility for mobility-impaired individuals without charge, upon application and payment of the regular license fee.

Permits one set of plates per mobility-impaired individual to be issued for a vehicle that the mobility-impaired individual does not own, provided the vehicle is designated exclusively for transporting that individual.

Restricts eligibility by prohibiting plate issuance to applicants who possess more than one parking certificate issued under subsection 4 of section 39-01-15.
