Amends North Dakota Century Code section 15-20.2-04 to allow career and technology center boards to appoint up to five community board members in addition to school district members.

Limits community board member appointments such that no more than one member may come from institutions of higher education, no more than one from parochial or private schools, and one or more from private sector entities representing different sectors.

Requires the number of community board members appointed to be fewer than the number of school district members permissible under the statute.

Establishes three-year terms for community board members and provides they receive the same compensation and expenses as school board members under North Dakota Century Code section 15.1-09-06.

Specifies that community member vacancies on a center board may be filled by the center board itself, while school district member vacancies are filled by the school board that lost representation.
