Amends section 43-09-22 of the North Dakota Century Code regarding electrical inspections and condemnation procedures.

Establishes that the executive director of the board shall review disagreements between electricians and inspectors over code interpretation or violation corrections and render a final decision that either party may appeal to the board.

Clarifies that the executive director's authority to condemn hazardous installations and order service disconnection does not apply to cities that provide their own electrical inspections.

Changes the term "corporate limits" to "jurisdiction" when describing the geographic area where cities may make provisions for inspection of electrical and power limited systems.

Maintains existing provisions allowing the board to charge inspection fees and requiring cities to register inspectors with the board within ten days of appointment.
