All electronic voting systems must be tested according to secretary of state guidelines at least one week before each election, with test materials sealed and retained like regular election materials, and a random post-election test of one precinct per county ordered by the secretary of state.

Mail ballot precinct boards may begin scanning ballots three business days before election day instead of on election day, with results released as soon as any precinct in the county closes its polls.

County auditors must submit certified vote abstracts to the secretary of state by 4 p.m. on the thirteenth day after primary and general elections, changing the deadline from the eighth day.

Presidential electors shall meet on the first Tuesday after the second Wednesday in December instead of the first Monday, and absentee voters with signature mismatches have until close of the canvassing board meeting to verify their signatures.
