Legislative management shall conduct a study during the 2023-24 interim in collaboration with the commission on juvenile justice to examine the criminal code's equitable application to youths charged with juvenile delinquencies.

The study must evaluate the desirability and feasibility of creating a separate juvenile delinquency offense code and whether criminal offenses should receive distinct classifications for juvenile offenders.

Legislative management and the commission on juvenile justice may request technical assistance from the council of state governments' justice center during the study.

Legislative management shall report findings, recommendations, and any necessary implementing legislation to the sixty-ninth legislative assembly.
