Amends North Dakota Century Code section 15-10-18.3 to clarify free tuition eligibility for dependents of disabled veterans or veterans killed in action at North Dakota state institutions of higher education.

Allows eligible dependents to earn a bachelor's degree or certificate of completion free of tuition and fee charges within a 45-month or 10-semester period, excluding aviation flight charges or expenses.

Prohibits disqualification of dependents from benefits based on the return of a prisoner of war or missing service member.

Prohibits disqualification based on whether the veteran through whom the benefit was obtained had a 100 percent service-connected disability at the time of death.

Passed unanimously in both chambers: House vote 91-0 (3 absent) and Senate vote 47-0 (0 absent).
