Amends North Dakota Century Code Section 46-05-01 to define "e-edition" as a digital facsimile of a newspaper print edition that is substantially the same in format and content.

Allows newspapers to publish legal notices and public notices through either their print edition or e-edition, or both.

Requires newspaper owners or publishers to send one copy of each print and e-edition issue to the state historical society.

Permits legal notices to be published in newspapers from adjoining counties if no newspaper is published in the county where notice is required.

Maintains existing qualification requirements for newspapers: at least one year of regular circulation with 150+ subscribers, nonsectarian English-language publication, and federal mailing privileges compliance for at least one year.
