Amends medical marijuana definitions to specify that cannabinoid edible products are limited to soft or hard lozenges in geometric square shapes, with maximum 5 milligrams of tetrahydrocannabinol per serving and 100 milligrams per package.

Sets possession limits for cannabinoid edible products at 310 milligrams of tetrahydrocannabinol at any given time for registered qualifying patients and designated caregivers.

Requires manufacturing facilities and dispensaries to receive prior department approval before manufacturing, possessing, marketing, or selling cannabinoid edible products.

Establishes packaging requirements for edible products including resealable, child-resistant, non-transparent packages, and labeling requirements in black Arial font with product name, manufacturer information, ingredient list, and tetrahydrocannabinol content.

Prohibits marketing of cannabinoid edible products to minors and requires the department to adopt administrative rules regulating the form, manufacturing, packaging, labeling, and marketing of these products before the law becomes effective.
