Adds new definition of "part-time peace officer license" for individuals working no more than an average of twenty hours per week in law enforcement.

Redefines "reserve peace officer license" to clarify that reserve officers are appointed by criminal justice agencies and have authority only within the scope of their training.

Establishes that all chapter provisions apply to licensed reserve peace officers, who have the same authority as licensed peace officers except as otherwise provided.

Authorizes the peace officer standards and training board to expend up to fifty thousand dollars annually from collected fees to sponsor training instruction for licensees.
