Amends section 24-07-03 to allow county commissioners to close section lines (public roads 33 feet wide on each side) when petitioned by adjacent landowners after public hearing and finding public benefit, if the section line is not used for ten years, not traveled due to natural obstacles, not required due to alternate routes, or is a dead-end caused by interstate highways.

Permits closed section lines to be used by adjacent landowners for their benefit, but prohibits disturbance of survey or property reference monuments and requires alternative drainage provisions if farming operations interfere with existing drainage.

Requires counties to transfer bridge ownership (for nominal amount) to adjacent landowners if a closed section line includes a bridge constructed entirely within North Dakota under section 24-08-01.

Grants county immunity from liability for inspection, signing, and repair duties after bridge ownership transfer to adjacent landowners.

Amends section 24-08-03 to clarify that counties are only responsible for bridge rebuilding and repair costs if ownership has not been transferred pursuant to the section line closure provisions.
