Amends North Dakota Century Code section 39-06-02 to define individuals exempt from having an operator's license, including U.S. government employees, nonresidents with valid out-of-state licenses, armed forces members, and North Dakota National Guard members operating military vehicles.

Allows new state residents who hold valid out-of-state or military operator's licenses to operate vehicles for up to sixty days after becoming a resident before obtaining a North Dakota license.

Defines state residency as living in North Dakota for ninety consecutive days, with exceptions for nonresident students, tourists, armed forces members, and individuals performing agricultural labor on an H-2A visa.
