Removes requirements for recipient and grantor reports under Chapter 54-60.1 from the Bank of North Dakota's public disclosure obligations.

Exempts the small business technology investment program, clean sustainable energy program, and state authority programs from Chapter 54-60.1 reporting requirements while maintaining annual reporting to the industrial commission.

Clarifies that investments under the small business technology investment program (maximum $50,000 per recipient) and clean sustainable energy program are not considered business incentives.
